A member of Brisbane's West End Catholic Worker community and Faith and Resistance Network is serving 30 days in the Brisbane watchhouse after refusing t pay a fine incurred for protesting against the training of Indonesian officers at Canungra army base.
The Catholic Leader reports that he was arrested during a protest at the base last weekend.
Mr Dowling said in a statement: "For 10 years we have been pleading with all who would listen to stop training the murderous Indonesian military who would use new skills - and obvious support - to continue genocide against the Timorese people. Now that genocide has reached a climax of untold horror.
