East Timor     BISHOP BELO URGES UNHCR HELP
"The UN High Commission for Refugees should make every possible effort to guarantee East Timor's independence and allow the return of refugees in conditions of peace and order," urged Bishop Carlos Belo during a visit to Germany.
    He requested help for refugees camped on hills in East Timor. These are people the group of church workers massacred on Saturday were seeking to assist.
    Meanwhile Archbishop Jean-Louis Tauran, the Vatican's chief foreign affairs official, has criticised the slow reaction of the international community to the wave of massacres in East Timor, Catholic World News reports.
    In an interview with the Italian weekly Famiglia Cristiana, he said: "One must deplore the fact that, in general, there is a certain slowness and incapacity to find the quick-response mechanisms to prevent and resolve tragedies of this magnitude."
    While saying that the UN decision to intervene in East Timor was a "thoroughly positive" development, the archbishop underlined the urgent need for a rapid deployment on international peacekeeping forces. He argued that the UN must be better prepared to intervene in such cases immediately.
