East Timor     BISHOP IDENTIFIES FORCES OF DESTRUCTION
The Bishop of Baccau has singled out both the Indonesian military and pro-Jakarta militias as responsible for widespread destruction in the territory's second largest city.
    Bishop Nascimento told reporters in Baccau that while shops and houses were spared, much was destroyed.
    Baccau has been not been devastated to the extent of so many other towns and villages across East Timor. But Bishop Besilio Nascimento says that both the Indonesian military and militia groups were responsible for the destruction.
    Bishop Nascimento says while the military has now left, their departing gesture was to burn the city's main telecommunications building.
    He reports that people have begun moving back to the city following the arrival of the Australian-led multinational troops and the departure of the Indonesian military.
