East Timor     NO INDEPENDENCE WITHOUT FORGIVENESS: GUSMAO
"Those who follow the militia we know were stupid, but as Catholics you must forgive them," advised East Timorese Independence leader Xanana Gusmao.
    In a message issued from Darwin and read to a crowd waiting for relief supplies in East Timor, he said: "Everyone has had family die, but you must forgive them, it is the only way we can achieve our independence."
    Gusmao, expected to be East Timor's first president, will meet officials from the World Bank and the International Monetary Fund in Washington on Wednesday, a World Bank official said. The World Bank and the IMF are expected to help East Timor develop national financial and economic institutions when the province becomes independent later this year.
