WELFARE    LOW INCOME EARNERS VICTIMS OF GST – 26/03/99 4:53:14

    The Government's proposed Goods and Services Tax (GST) will hurt the poor four times as much as high income earners, according to the Australian Catholic Social Welfare Commission. Executive Commissioner Fr David Cappo said: 'The Commission holds deep concerns over the impact on social cohesion of a tax package that relies heavily on GST. A GST on food and other essentials completely fails the test of key moral principles of equity and justice for low income individuals and families.'
   Fr described the tax as 'affront to the human dignity of vulnerable Australians': 'It is morally wrong that those who already benefit from the nation's economy contribute less, while increasing the daily costs of living for the majority of Australians.'
