National    NEW LEADER FOR AUSTRALIAN BISHOPS
Archbishop Francis Carroll of Canberra-Goulburn has been elected the new President of the Australian Catholic Bishops' Conference.
   He replaces Cardinal Edward Clancy of Sydney, who has reached the canonical retirement age of 75.
   The new vice-president is Archbishop John Bathersby of Brisbane.
   The two appointments are until April 2002.
