Use of the death penalty has not deterred crime, says Providence Sister Dorothy Rasche, who has worked in prison ministry for 20 years.
She believes that although it has taken nearly 25 years, people are beginning to realise that the death penalty is ineffective.
In an interview with the Catholic Explorer, newspaper of the Joliet Diocese, Sister Rasche pointed to efforts in Illinois and in the nation's capital as evidence the political climate is shifting.
In January, Illinois Gov. George Ryan announced a moratorium on the state's use of the death penalty, the first such moratorium in the nation and a move widely praised by Catholic leaders.
